ACWA Skills Assessment for UK Care Workers: What It Is and How to Pass (2026)

ACWA is the skills assessment body for aged care workers moving to Australia. Its own website is sparse. Most migration guides skip it entirely. Here is what you actually need to know.

What ACWA is

ACWA stands for Aged Care Workforce Australia. It is the independent body responsible for assessing the qualifications and experience of overseas aged care workers who want to work in Australia. Before 2022, this function was shared between several bodies. ACWA was established to consolidate aged care workforce assessment under a single organisation, and it is now the only body whose assessment outcome is accepted for ACILA visa applications.

ACWA does not grant you the right to work in Australia โ€” that is the Department of Home Affairs and the 482 SID visa. What ACWA does is confirm that your overseas care qualifications and experience are suitable for Australian aged care work. Without a suitable ACWA outcome, you cannot proceed with an ACILA-sponsored visa application.

ACWA is separate from AHPRA. If you are a registered nurse, you use AHPRA. If you are a care worker, HCA, support worker, or personal care worker, you use ACWA. The two systems do not overlap.

NVQ and QQI qualification mapping

ACWA assesses your qualification against the Australian Certificate III in Individual Support (Ageing), which is the standard entry-level qualification for aged care workers in Australia.

UK NVQ Level 2 in Health and Social Care (or QCF Level 2 equivalent) generally receives a 'may be suitable' outcome from ACWA, meaning you have demonstrated some competency but may need to supplement your assessment with additional experience evidence or RPL. NVQ Level 2 alone without substantial care experience is unlikely to achieve a fully suitable outcome.

UK NVQ Level 3 in Health and Social Care (or QCF Level 3, or the City and Guilds Diploma in Health and Social Care at Level 3) maps closely to Certificate III in Individual Support. Applicants with NVQ Level 3 and at least two years of relevant care experience typically achieve a suitable outcome. NVQ Level 3 with the mandatory units covering personal care, moving and handling, medication awareness, and safeguarding is the strongest match.

QQI Level 5 Awards and Certificates in Care Skills and Care of the Older Person (Irish qualifications) are well-recognised by ACWA. QQI Level 5 is broadly equivalent to Certificate III and is the standard qualification for Irish healthcare assistants.

Diploma level qualifications at Level 4 and above from the UK or Ireland are assessed favourably and typically achieve outcomes beyond Certificate III equivalency, opening higher-grade employment categories in Australian aged care.

If you do not hold a formal qualification but have extensive care experience โ€” common among care workers who entered the sector before qualification requirements became standard โ€” ACWA's RPL process assesses your competency against the Certificate III unit requirements based on evidence of your actual work. RPL takes longer than qualification assessment and requires significantly more documentation, but it is a legitimate pathway for experienced unqualified care workers.

Documents required for ACWA application

Qualification documents: your original certificate and/or diploma, plus transcripts showing the units you completed. UK awarding bodies include City and Guilds, NCFE, Pearson (BTEC), and others. Ensure you request official transcripts from your awarding body, not just your qualification certificate โ€” ACWA needs to see the specific units completed to make the mapping assessment.

Employment evidence: detailed reference letters from every care employer covering all roles you declare. Letters must be on official letterhead, signed by a manager or HR representative, and must state your job title, exact start and end dates, contracted hours per week, and a description of your duties. Generic reference letters that simply say you were a good employee are insufficient. ACWA needs to understand the scope and nature of your clinical care responsibilities.

Identification documents: a certified copy of your passport and any name change documentation if applicable.

English language evidence: your IELTS result meeting the required standard, or evidence of English proficiency by another accepted method.

All documents must be in English or accompanied by a certified English translation. UK and Irish documents in English do not require translation.

The application process and costs

ACWA applications are submitted through the ACWA online portal. There is no paper application process. Create an account, complete the application form, upload your documents, and pay the assessment fee.

The assessment fee as of 2025 is approximately AUD $350. This is the fee for a straightforward qualification assessment. RPL applications may attract additional fees โ€” check the current fee schedule on the ACWA website.

Once submitted, ACWA reviews your application. Processing time for complete applications is typically six to ten weeks. ACWA may issue a Request for Further Information (RFI) if documents are unclear or if additional evidence of competency is needed. Respond to any RFI promptly and completely, as delays on your side extend the assessment clock.

ACWA issues one of several outcome categories: suitable for a specific qualification level (e.g. Certificate III equivalent), not suitable, or further assessment required. A suitable outcome at Certificate III level or above allows you to proceed with the ACILA visa application.

If you receive a not suitable outcome, you can request a review. The review process involves submitting additional evidence. ACWA charges a review fee.

Your ACWA assessment outcome letter is a required document for your ACILA 482 SID visa application. Retain it carefully โ€” your employer's migration agent will need it.

After your ACWA assessment

A suitable ACWA assessment outcome is one component of the ACILA visa application. The complete process after receiving your ACWA outcome involves: confirming your ACILA-approved employer and role; your employer lodging a nomination application with the Department of Home Affairs; you lodging your visa application with evidence including your ACWA outcome, your IELTS result, identity documents, health and character requirements; and Department of Home Affairs assessment and visa grant.

The time from ACWA outcome to visa grant, assuming an ACILA-approved employer is already secured, is typically two to four months. If you are still finding an employer at the point your ACWA outcome arrives, the employer search can add additional time.

Care workers should be aware that Australian aged care is a regulated sector requiring police clearance, which AHPRA and Home Affairs both assess. Any criminal history must be disclosed and will be assessed on a case-by-case basis. Convictions related to care of vulnerable people will likely preclude working in aged care in Australia, as in the UK.

Aged care workers in Australia earn less than hospital nurses but the employment conditions โ€” hours of work, staffing ratios, and physical working environment โ€” vary significantly by employer.
